Snow Removal

Snow Removal Policy and Procedures

Snow removal is done with motor graders, speed plows, or snow blowers, depending on conditions.  Wings for the motor graders are used as long as possible to prevent snow from being pushed into driveways.  Once the snow banks on the boulevard reach a certain height, the wings are no longer effective.

Listen to local radio each morning for any updates on snow removal.

Removal of snow ridges from driveways or sidewalks is the responsibility of the property owner. Property owners are also required to keep their sidewalks shoveled. In accordance with Chapter 8 of the Municipal Code, any sidewalk not cleaned within 24 hours of a snow fall will be declared a nuisance and may be cleaned by the City and billed to the homeowner.

Order In Which Snow Is Removed

Following any snow fall of 2", or if the City crews deem it necessary, snow will be removed in the following order:

  1. Emergency routes - 7th Street NE, 12th Avenue SE and NE, and Highway 2
  2. Entry ways and snow priority routes - 5th Ave NE, 14th Ave NE, 10th St NE, Walnut St E, College Dr N & S, Hwy 19, 6th Street NE, and 6th Ave NE
  3. Law Enforcement Center, Ambulance Service, downtown district, bus loading zones at the schools
  4. Residential areas

Following any significant snow fall, City crews will make one pass down each street and avenue to allow traffic to get through in the residential areas.  They will then clean streets and avenues curb to curb according to the residential snow removal schedule listed below.

Downtown Snow Removal

In an effort to better clean the downtown area and make shopping and living in the downtown area a nice experience, the City of Devils Lake will begin to remove snow in the downtown area between the hours of 2:00 a.m. and 7:00 a.m. (except Sundays and Holidays). Vehicles parked on downtown streets or avenues during these hours will receive a parking ticket. Park your car in the appropriate downtown parking lot indicated below during these hours.

Downtown Public Parking Lot Snow Removal

There are eight (8) parking lots in the downtown area that residents and patrons may park. You may park in these lots any night except the scheduled cleaning day. The lots are signed for days of cleaning. If you regularly use one of the public parking lots, please move your vehicle to another parking lot to avoid a parking ticket. If vehicles are left in these lots during the morning of the scheduled cleaning, they will receive a $80.00 parking ticket.

Emergency Route Snow Removal

No parking when declared on: 7th St NE and 12th Ave SE and NE. Vehicles parked during the hours of emergency route snow removal will receive a parking ticket.

Residential Snow Removal

Vehicles parked during the hours of residential snow removal will receive a parking ticket.

No parking on streets: 8:00 a.m. - 5:00 p.m. - Tuesday, Thursday, or Saturday (except Sundays & Holidays)

No parking on avenues: 8:00 a.m. - 5:00 p.m. - Monday, Wednesday, or Friday (except Sundays & Holidays)

Industrial Park Snow Removal

Vehicles parked during the hours of industrial park snow removal will receive a parking ticket.

No parking on streets or avenues 1:00 a.m. - 7:00 a.m. (except Sundays and Holidays)
